E-participation and engagement in urban planning: experiences from the Baltic cities

چکیده
Based on an analysis of plan-making processes in 12 Baltic cities, this study explores public engagement strategies and dominant ICT-enabled approaches the post-socialist context. The results show that e-participation is integral part city planning practices all three States, primarily contributing to diversification informing consulting processes. More meaningful participation achieved by combining with follow-up deliberation, demonstrating potential blended iterative participatory strategies.
